Waiver Priority
Can someone explain to me how the waiver wire priority is created? Why do the two teams that have not made a roster move not have the highest priority?
Not every roster move is a waiver claim. For example, if you pick up someone Sunday morning, it does not count against your waiver priority (since everyone is a free agent at that point).
The only moves that would cause you to go to the end of the line are the ones that you would make on Tuesday morning for those players from the previous weekend (all free agents are locked down starting Sunday at 1 and become waiver wire pickups Tuesday morning; claiming one of those players is a waiver pick up), or claiming a player who has been dropped from someone else's roster before they have cleared waivers.
However, letting either of those groups of players clear waivers (i.e. waiting until Wednesday to pick up a player from the free agent group) will not count against your waiver priority since those players then become free agents as opposed to waiver wire players.

It does. I'm saving up my waiver priority for that one great score and am disappointed I'm not moving up faster.
